SIXTEEN years ago, Amanda Cunliffe made her first jar of preserves in her Coldstream kitchen to supplement her work as a botanical artist.

Today, she has built a business that exports boutique preserves to Singapore and Hong Kong, and will showcase its wares at an SBS food festival in Carlton.

Municipal Wide Study

The following is a brief description of how the Shire will proceed in relation to the COLDSTREAM 20202 proposal.  The survey by Jeanette McRae is a different issue and we hope that Jeanette conducts this soon.




Hello Mario,

In relation to the further strategic work that Council is planning on undertaking, this includes developing a municipal wide study that will examine the role and function of the towns and activity centres across Yarra Ranges and the relationships between the various locations.

The study will provide Council with a view of how the various towns & activity centres function and relate to each other and can support the broader community into the future.

At this stage Council is preparing background scoping work and a consultancy project brief to undertake the study which we anticipate will commence in the next month and be finalised towards the end of the year.

More land now available



LAND in the Latrobe Valley's four major towns will be rezoned to be developed into about 3500 housing lots.

Sate Planning Minister Matthew Guy will fast-track the rezoning by amending the Latrobe Planning Scheme to address the region's land shortage.
``Planning for an additional 50,000 people in the region is critical,'' Mr Guy said in a media statement yesterday.

``This rezoning is expected to boost local construction jobs, improve housing affordability, better integrate planning processes and increase housing diversity.''

YARRA Ranges Council will conduct a third survey with Coldstream residents to determine whether they favour expanding the town.
The council survey is in response to a grassroots campaign to almost double the town’s size, and follows similar surveys by the Coldstream 2020 group and Evelyn state Liberal MP Christine Fyffe.
Coldstream 2020 met with council officers and Ryrie Ward councillor Jeanette McRae last week, as part of its campaign to reinvigorate the town by increasing the amount of available land for housing.
Group spokesman Peter Wal said they were now prepared to give the council time to conduct its own survey and undertake new research.
The research will focus on the effect of changing townships on the greater Yarra Ranges area.
“Our town is shrinking and dying at the moment,” said Mr Wal, a real estate agent who has spent his life in Coldstream.
“Businesses have moved out of the area, the school has gone from 300 students to about 100.
“A lot of young people are leaving because there is nowhere to live in Coldstream.
“We used to be a thriving little town with events like fetes. Now we don’t have any of that because there are no kids here.”
Coldstream 2020 comprises local residents and business owners who want to expand the town by rezoning large tracts of underused rural land.
In its survey last year 108 people responded, with 73 per cent in support of its proposed expansion.
Almost 3 per cent of responses were incorrectly completed, while 13 were against expansion and 11 supported expansion.

The most rain fell in Scoresby with 54mm, followed by Colstream with 33mm, Scoresby 54mm, Moorabbin with 28mm, and both Essendon and Melbourne airport with 27mm.

Hi, my name is Julia Lamonica and I live at 80 Station Street Coldstream. Tonight we have just had a good 15 men and women from the SES and local Fire Brigade work tiressly to help save our house from being flooded again (as it was two weeks ago in the storms).
The reason for this email is to inform you of the neglect that we believe we have had from the shire and to get something happening to resolve this problem we are now faced with.
The property across the road and to the right of us is continuing to dump dirt on their site, without a permit. There has also been no allowance for drainage and residents have made complaints to the council on their activities in the past (obviously nothing has been done about it as trucks continue to dump dirt there). Now that the land is flat (and has no drainage), the slightest downpour of rain now sweeps down towards the residential side of the street, flows across the road, fills the creek and any pits, drains, roads and holes and then runs straight into my property.
To make matters worse, there is no drainage in the street and our house can not cope with the amount of rain that is now coming through. We will now need assistance every single time it rains until this problem is fixed.
My newly renovated house now has no carpet in the kids bedrooms and the master bedroom and all the flooring in the lounge, entry, hall and study needs to be removed and replaced. My Insurance premium will now Increase and I am not only inconvenienced by now having to clean up all the dirt in my carport and invite swarms of strangers in for repairs and quotes, but I am down $300.00 each time I make an Insurance claim. My backyard now has make shift trenches, everything is covered in mud and we have already lost one day of work and another tomorrow as my husband can not go to work having had only 4 hours sleep.
I have attached some photos for you to look at from the events tonight (and the rain wasn’t even that bad). Photo number DSCF6870 is of the water that is coming from the property across the road.
Me and my neighbours have had enough of not being heard so I wish to call a meeting with the council and Janette Mcrae so that we can get this problem resolved. I would appreciate a reply by close of business Friday. By then, if I am still unheard I will start voicing my concerns and disappointment to the media and other parlimentry and government bodies.
I hope that this email gets through to somebody that can help us and get some Action happening as this Winter is going to be a very wet one for my family and I’m sure the SES and Fire Brigade have better things to do than to keep guard of my house.

First Meeting with the Shire re Coldstream 2020


Today, the Coldstream 2020 group met with shire officers and presented them with the survey results as well as agruments for the expansion of the UGB around Coldstream.  Below is what was presented at the meeting.

As members of the local community we are concerned about the future of the Coldstream Township. The lack of development and an aging community is creating a number of concerns as was evident from the large number of responses to our survey and comments posted on the COLDSTREAM 3770 BLOG   (www.coldstreamau.blogspot.com).


·        Family dynamics: Without new housing options the young adults from Coldstream are being forced to move away from the area to live.  This causes families to live farther apart increasing the number of older people left in the township.  Another consequence of this is that our workforce is moving out to growth areas.   Caring for the aged will be a greater problem for the Shire as the area ages.
·         
·        School and Pre-school: Over recent years a decline in new student enrolments both at the Coldstream Primary School and the Pre School is of concern for the future of the township.
Students attending Coldstream Primary School receive a high level of quality education delivered by a dedicated Principal and staff and the Curriculum follows the requirements set down by the Department of Education and Early Childhood. Parent participation is encouraged and their participation is most welcome.
An increase in the population of Coldstream will without doubt benefit the School and the Pre School and enable both of these education facilities to continue to provide the standards of education required by parents who choose to enrol their children.

·        Sporting Clubs: There are a number of sporting groups in Coldstream including football, cricket, tennis and netball, these operate over a range of both junior and senior age groups. These clubs are finding it increasingly difficult to operate due to falling member numbers.
·         
·        Lack of services: At one stage Coldstream had a chemist, doctor, bakery, pizza shop and a petrol station, all are gone, we need a larger population to support and maintain these businesses and services.  We are not saying that this happen but there is a better chance of it happening with a great population base.
·         
·        Sustainable business: Without increasing the population it will become increasing difficult for the businesses in Coldstream to remain sustainable.  A number of  business in Coldstream are just surviving.  An increase in population would definitely help these to survive.  Many are running at 50% capacity.
·         
·        Affordable housing: Housing prices in Coldstream continue to rise, adding to the difficulties the young adults of Coldstream have purchasing or renting a property in Coldstream. Lower cost housing options need to be created.
·         
·        Beautification of Coldstream: We want to put Coldstream on the map, a place to admire and want to live in not a place that is just driven through to get to Yarra Glen, Lilydale or Healesville.  Coldstream has the potential to turn from an ugly duckling to a beautiful swan and a township we can be proud of .  We don’t want to hear, “where the heck is Coldstream?” anymore.



With these concerns in mind we have approached the community to find out if our concerns are reflected across the general population of Coldstream.
This was done by distributing a survey to the community with our suggested changes to the UGB to enable Coldstream to approximately double in size.

The survey was distributed via the post office and promoted via articles in both the Leader and Mail newspapers.

The survey results were as follows:

Completed surveys 108
Incorrectly completed 3, (2.78%)
Against any expansion 14, (12.96%)
Supporting expansion as suggested 79, (73.15%)
Supporting expansion but with qualifications 12, (11.11%)

Of the correctly completed surveys there was over 86% support of expansion of Coldstream and less than 14% against it.

In addition to our survey an independent survey was conducted by Christine Fyffe, we believe this was done in order for her to form her own opinion.

Her results were as follows:

Supporting Expansion 151, (61.88%)
Against Expansion 88, (36.06%)

Both surveys show overwhelming support for the expansion of Coldstream, The Coldstream 2020 committee would like to ask the council to support our proposal and work with the state government to implement our suggested changes.

In recent times there has been heated discussion around Coldstream in relation to Dual Occupancy housing blocks. These discussions have divided the community in regards to Dual Occupancy but from these discussions there seemed to be general support for increasing the size and population of Coldstream provided it did not change the character of the existing township.
From this and other factors, the “Coldstream 2020” group has been formed. 
The aims of this group are:
Firstly: see if the community of Coldstream want Coldstream to expand, and
Secondly: with community support, this group will lobby the Shire of Yarra Ranges, councilors and the State Government to try and make it happen.
This group believes what Coldstream needs is more housing and an increase in population.  This can be done by moving the Green Wedge boundary and rezoning of farming land.
By increasing the population, the whole of Coldstream will benefit.   Increased population creates stronger schools, sporting clubs, community groups and community services. Business will also benefit and may attract more business and services to the area.
 As the average age of the population of Coldstream gets higher many young people will be forced to leave the area, breaking the family dynamics.   Increasing the number of housing sites will create housing options for the young adults of Coldstream as well as the elderly wishing to downsize.
This group proposes that the Post Office becomes the new centre of Coldstream as this area (around the Post Office) has room for further retail expansion and contains small shops as well as a supermarket. 
Attached is a map of the suggested changes which shows the land that we would be suggesting be rezoned. The zoning of this land would enable Coldstream to double in size.
