SYR Rensponses on Free Tipping.


More questions I posed to the SYR with answers by Mr Simon Thomas

8. It has been reported that Yarra Ranges Shire will spend $290,000 to help property owners prepare for the bushfire season.
Leader 1/09/2009. Under the heading of: “Yarra Ranges Shire urges: don’t wait, clean up now” Free tipping of green waste at shire transfer stations, for a one-month period in October at a cost of $250,000;

Also in the Journal dated the same day: Shire bears brunt of worst storm in years.

In light of this and the fact that we need to be fire ready I would like the Council to consider making the free tipping of branches etc. free immediately for the period of at least 2 months or longer and not wait until mid October. The sooner we clean up the better.

Simon Thomas responded:
Council considered this matter at its meeting of 25 August 2009, and resolved to offer free green waste disposal at all transfer stations servicing the district for a one month period to coincide with the State Government promoted preseason cleanup, at an estimated cost of $250k.

The State Government has nominated the week of 11 - 18th October as cleanup week. The free green waste disposal period will commence on Saturday 10 October and conclude on Sunday 9 November 2009.

9. If the Shire has not already done so, it should also investigate selling the mulch to recover some of the costs as I believe there is a market for this.

Simon Thomas responded:
Residents are able to collect mulch at Healesville, Wesburn and Coldstream transfer stations free of charge. As it stands resident demand for free mulch is slightly less than the amount of green waste material currently being deposited at the transfer stations. Any proposal to sell mulch is not considered viable as it would further reduce resident demand and generate a surplus of mulch material which would then become a disposal issue.

10. When I said “good bye” to the “Hello” tree I asked for the mulch but was told that I needed to pay over $100 if I wanted it so I assume there is money in mulch.

Simon Thomas responded:
The tree was removed by a contractor under direction of VicRoads. Any question about the basis of the proposed charge would need to be directed to VicRoads accordingly.

The following questions were received from the Dandenong Ranges Community Bushfire Group:

14. We ask if Council consider moving some (possibly 2 weeks) of the recently announced month of free green waste tipping into the declared fire period to ensure ongoing fuel management of private properties?

SYR Responses on Coldstream Hall Damages


As you may be aware the SYR has banned underage parties at all shire halls. I asked the shire a series of questions in relation to the damage at our community hall.
Below are my questions and answers supplied by Mr Thomas.


2. At the last council meeting (25/08/2009) item 8.5 was passed.

Sitting in the gallery and having read the 3 pages in the agenda I can only assume that most Councillors had some extra information to enable them to come to a decision. If at all possible, could Council reconsider this issue, in light of the majority of our young people doing the right thing but now have been penalised by the minority few?

I would like to know details of all and any incidents at Coldstream Community Centre over the last 3 years, as reviewed by the consultative group.

Simon Thomas responded:
The former Committee of Management had a practice of not allowing bookings for 18th and under parties. The Shire has continued that practice after taking over management of the hall.

In the previous three years there has been one high risk event, a 21st that passed without
incident. The $500 bond was refunded in full.


3. I would like to know the cost involved in repairs if there were any incidents.

Given the above management practices outlined above no incidents have occurred in the past 3 years at Coldstream.

4. I would like to know how many “deposits” or part deposits were not refunded.

None.

5. Crs Higgins and Avery seem to be aware of other unreported incidents, why were these not in the report?

Not all incidents where police are called are reported to the Shire.


6. Could you please answer these questions for all the centres that have now been barred to teenage parties.

Details will be provided to Mr. Galteri separately.

(Note I am yet to see the answers to this question)

7. Were the Police called to any of these incidents and charges laid? If not why not?

Questions as to incidents attended and actions taken would need to be addressed to the Police.



Comment:

Until I see the full report I am unable to make a suitable comment, HOWEVER, it appears that the Coldstream Community Hall has had NO damage done to it by the youth but the SYR have banned teen parties there.

Stranger Danger


Hi All,
Passing on a message STRANGER DANGER!!! Lilydale and Mooroolbark and surrounding, beware of a dark green blue commodore stopping to ask children for directions. He tries to get children to show him directions. Lots of my friends are talking about this......a couple of parents even mentioning that someone had attempted to pick up some kids in Mooroolbark tonight. Just in case, please keep an eye out...no joke.

Mr Madden Answers



Recently I took up the offer to ask Mr Madden the following question on line.
His response is below my original question, and at least he did not say NO but gave a suggestion on the way forward, if the community wants to go in that direction.

Mr Madden, now that Melbourne is growing at a faster rate than expected I believe it is about time that the UGB around some towns in the Yarra Ranges should be expanded. In particular, I would like to see Coldstream expanded as there are NO sites left to build. I am told that the Yarra Ranges is only 3% residential and doubling this to about 5% would make little change to the area. Can you consider this in the future?



Minister's answer
Thanks for your question. It is up to the local council to make a case for the need to change an urban growth boundary for small settlements around Melbourne. The policy in Melbourne 2030 is clear - any proposals to change these boundaries need to demonstrate that there is no adverse impact on the role and features of the green wedges, and that urban intensification of the existing settlement has been considered.
