Council has prepared Amendment C126 to the Yarra Ranges Planning Scheme. The
amendment proposes to introduce Design and Development Overlays for a number of
town centres in Yarra Ranges. These design guidelines will make it easier for potential
applicants and other interested parties to understand Council’s design objectives for the
future development of town centre areas. The design guidelines will be used in the
assessment of planning permit applications and in pre-application discussions with
potential planning applicants.

This overlay will apply to the smaller town centres of Belgrave South, Coldstream, Montrose, Seville, Tecoma, Upwey, Wandin North and Woori Yallock. It will essentially correspond to the Business
Zoned areas of these towns.

A DDO has been prepared for the Mixed Use Zones in the rural town centres of Coldstream, Woori Yallock and Yarra Junction. The Mixed Use Zone in Yarra Junction contains a mix of commercial and
residential uses while the Mixed Use Zones of Coldstream and Woori Yallock remain largely undeveloped.
The proposed DDO for each of these mixed use areas has a stronger residential focus than the DDO the proposed for the Business Zone section of those town centres. The provisions of DDO17 will recognise that these mixed use areas are generally beyond the main core of commercial development and that they adjoin established residential neighbourhoods.
