MELBOURNE @ 5 MILLION - UGB TO BE REDRAWN

From the Premier

The Victorian Government will move the urban growth boundary (UGB) to accommodate Melbourne‘s growing population which will reach five million people faster than originally projected.

Launching the population projections, Victoria in Future 2008 (VIF) and a planning update, Melbourne @ 5 million Premier John Brumby said an additional 600,000 dwellings would be needed over the next 20 years.

“These projections are based on the 2006 Census and predict that from 2006 to 2036 Melbourne will grow by 1.8 million people, and regional Victoria by almost half a million,” Mr Brumby said.

Comment: I hope they have a look at Coldstream.

Drunken antics: grape festival hits sour note

BY GILBERT GARDINER  19 Jan, 2010 02:38 PM

THE Yarra Valley has taken a tourist hit with organisers of the grape grazing festival forced to shut down the event amid concerns boozy revellers were destroying the iconic event.

The grape grazing festival was held last April after the original event planned for February was cancelled due to Black Saturday and the ongoing threat of bushfires in the Yarra Valley.

Yarra Valley Wine Growers Association general manager Richard Howden said the association in consultation with wineries would review the format of the event and look at other dates away from the bushfire season.

Firemen angry at pipe political 'stunt'

CFA firefighters from the Dixons Creek chapter recently joined acting Premier Rob Hulls and Water Minister Tim Holding at the pipe to launch publicly water hydrants that have been installed along the pipe to assist fire-fighting.

While most people in the region consider the hydrants to be a positive initiative, the pipe remains deeply unpopular in many communities north of Melbourne.

Some CFA members have expressed concern the launch looked too much like a political endorsement for the pipe.

Urban Growth Boundary (UGB)

LABOR IN A MESS ON PLANNING

The incompetent Brumby Government’s most recent planning strategy – Melbourne @ 5 Million – is in tatters with the Premier and Planning Minister directly contradicting each other about the plan’s centrepieces – the expansion of the Urban Growth Boundary (UGB) and imposition of a Growth Area Infrastructure charge (GAIC).
Late last year the Premier said that not expanding the UGB would add “tens of thousands of dollars” to the cost of a new home, but today the Planning Minister says that the government is “not in a hurry to move the UGB”.
Shadow Planning Minister Matthew Guy said once again Labor’s planning policies were a mess.
“If the Premier and Planning Minister can’t agree on whether the UGB should be expanded and how infrastructure should be funded, it is no wonder that Melbourne is failing to cope with rapid population growth,” Mr Guy said.
“Victoria needs planning policy certainty, but we are not getting this under Labor.”
Mr Guy said that the latest gaffe by the Planning Minister yet again highlights his bungled handling of the UGB expansion and introduction of the GAIC.
“Labor’s atrocious handling of this issue has caused outrageous uncertainty for Victorian industry and landholders,” Mr Guy said.
“Many businesses have paid thousands of dollars in design and consultancy works around the government’s pledge to expand the UGB – yet the Minister now flippantly says that he was never really committed to the idea.
“Labor’s planning mess has caused huge heartbreak for thousands of landholders and created massive uncertainty,” Mr Guy said.

Madden fast-tracks 38-level tower in Melbourne's east

ROYCE MILLAR January 9, 2010 The AGE

THE State Government's fast-tracking of a 38-level tower in central Box Hill, as it tries to squeeze more housing into established suburbs, risks turning Melbourne into a Sydney-style mess of high-rises, critics say.

Developers urge action on urban-fringe levy bill

ROYCE MILLAR  January 6, 2010
VICTORIA'S property industry has called on the Brumby Government and the Opposition to settle their differences over Labor's proposed fringe development levy, warning that home affordability will suffer if more land is not opened for housing.

Developer Delfin Lend Lease yesterday said it was clear Melbourne was suffering from a land shortage, and called for a political compromise over the infrastructure levy applying to new housing in fringe areas.

Rethink on outer urban expansion

ROYCE MILLAR AND JASON DOWLING  January 5, 2010
PLANS to open Melbourne's urban fringe for 150,000 new households appear doomed for the forseeable future, after the State Government and the Opposition failed to agree on a proposed development tax crucial to the city's expansion.
