Forget Expanding Coldstream

Mario's prediction:
Forget Expanding Coldstream, expect more dual occs.
Now that expansion of the UGB is dead I predict that Coldstream will not grow in any direction outside its UGB, however, I predict that new houses will spring up in the estate. Since there is no land left then look for a flood of dual occs in the area.
Blame all levels of government for this, stating with the local SYR council and then all political parties in the State system, Labour, Liberals and Greens.
Tell your kids that they will probably never be able to afford a house as house prices are expected to rise because of the shortage of land.
I know people who save enough for a deposit and while they save, the deposit amount increase because of the rapid rate in house and land prices. They can never achieve a deposit as the deposit required just gets bigger and bigger.
I also predict more high rise developments and I would not be suprised to see high rise appartments in Chirnside Park and Lilydale soon.
What I find amazing is that the Yarra Ranges is only about 5% residential the rest (95%) is rural or forest.
BAILLIEU BIDS UP FIRST HOME PRICES FOR YOUNG FAMILIES
Ted Baillieu has again shown contempt for Victorian families and Victorian jobs by voting down the Brumby Labor Government’s plans to provide affordable housing choice to Victorian families.
Planning Minister Justin Madden today said Mr Baillieu’s decision to vote down the Growth Areas Infrastructure Contribution had the potential to inflate house prices by up to $30,000.

Coldstream Hills
Around 2,000 native plants will be planted in the Yarra Valley in a bid to help protect and provide habitat for Victoria’s threatened wildlife emblems, the Helmeted Honeyeater and Leadbeater’s Possum.
Yarra Valley winery Coldstream Hills has given Yarra4Life $20,000 to protect and revegetate habitat for the two endangered species near its winery. Yarra4Life is a project that aims to improve the health and resilience of the Yarra Valley’s wildlife and natural environment through local partnerships.

THE state government has scrapped plans to expand Melbourne's outer limits after a tax on land sales in growth areas was defeated in the upper house last night.
Planning Minister Justin Madden told Parliament that without the tax the government was not prepared to move the boundary, which would free up more land for development.
''We've made it very clear, time and time again, it would not be responsible to move the Urban Growth Boundary without being able to fund that infrastructure,'' Mr Madden said.
He accused the Liberals, Nationals and Greens - who used their combined numbers to defeat the bill - of pushing up house prices by reducing ''the market's ability to meet housing demand''.

Waste Wars
THE legal battle to stop a waste transfer station in Lilydale continues with a Victorian Civil and Administrative Tribunal hearing adjourned until May.
The proposed site of the transfer station is on the same road as the controversial Coldstream Compost facility that has attracted scores of complaints from nearby residents about the odour.

We are inviting all members from all communities from the Yarra Ranges region to take the opportunity to participate in this exciting project to have their images included and become a part of history!
The memory bank is a digital museum collection in the making! Our theme is "My Life, My Yarra Ranges" 1950 - 2010. It could be about anything.
The photos are scanned and the stories recorded. As we collect photos and stories, the museum builds up a fantastic visual record of the regions life and times. These images will be stored in the museums photographic collection.
We will be conducting a Memory Bank collection session at the Coldstream Community Centre on the 16th March 2010 1.30pm - 3.0pm. The session is open to everyone.

State Government considering $50 bin tax to make Victoria a green mecca

Households were to face a radical $50 garbage tax under plans to make Victoria a green mecca.
The hi-tech centres would sift green waste from hard rubbish and create renewable energy and compost on a grand scale.
The idea for the garbage tax is part of the $10 million Victorian Advanced Resource Initiative, which aims to better deal with food and garden waste.
Mr Jennings said the research would enable the Government and local governments to make informed decisions about introducing new waste management technology.

IAG blames fire levy for blowout
February 17, 2010 12:00AM INSURANCE Australia Group says it has been forced to add $235 million to the cost of its policies because of the "inequitable" fire service levy.
The general insurer's chief executive, Michael Wilkins, has called for a fairer system under which instead of "slugging" only people who take out home and contents, and business, insurance, all property owners would share the responsibility for funding fire services.Insurance companies in NSW, Victoria and Tasmania have to contribute to the funding of fire brigades at the beginning of each financial year.
Mr Wilkins said that after the Victorian bushfires last year, the cost of this funding for insurers had risen significantly, forcing premium rates to rise.
Suncorp said the fire service levy accounted for 20 per cent of the cost of its metro home insurance policies in NSW and Victoria.
For rural properties in Victoria, it can be as high as 31 per cent of the base premium.
Last financial year, IAG, which raised premium rates by about 5 per cent for home and motor insurance, added $235m to the cost of its home and contents, and business, policies to cover its contribution. The $24 billion general insurance industry has been campaigning to get rid of the controversial tax, claiming it contributes to Australia's high level of under-insurance due to the impact on premiums....
In its submission to the Henry tax review, the Insurance Council of Australia said determining how much to add to premiums to account for the contribution was difficult and often led to under- or over-collection by insurance companies.
The amount insurers contribute to fire services is based on their market share of the total "deemed" premium pool for the year ahead.
The concept dates back to when insurance companies had their own fire brigades, which would rescue a home only if the owner held a policy with them.
Data collected in 2007 by the Insurance Council of Australia showed that insurance taxes in NSW and Victoria, including the fire service levy, goods and services tax, and state government stamp duties, could add more than $40 for every $100 of premium on a metro home insurance policy.
"We think these are regressive taxes that actually lead to non-insurance and under-insurance because of the burden that they place on the cost of insurance," Mr Wilkins said.

THE Coldstream Action Group (CAG) has started proceedings at the Victorian Civil and Administrative Tribunal (VCAT) to have planning approval for a number of dual occupancy developments overturned.
CAG members were outraged when Yarra Ranges Council approved five dual-occupancy applications for properties in Coldstream’s housing estate in November.
The decision came after the group had presented the council with a petition signed by 596 residents opposing the infill developments.
Mayor Len Cox said at the time the shire would back its decision against any action taken by the residents through VCAT.
Members of the group met with opposition planning spokesman Matthew Guy and Evelyn MP Christine Fyffe to raise the issue not only of what they said was an inappropriate overdevelopment of the estate, but also of the potential for more land to be opened up to development to meet the growing need for housing.
“Clearly the residents live in Coldstream because they like living a certain way and they want to preserve that way of life for future generations of their families.
“It is an area rich with family links,” Mr Guy said. He said the current push for overdevelopment in areas such as Coldstream were caused by unplanned population growth.
“The heart of the issue is that there has been a lack of planning on the part of the State Government.
“They have failed plan for the sizeable increase in Victoria’s population which has added to pressure to overdevelop areas,” he said.
Mr Guy said while dual occupancy planning permits were often challenged by communities, Yarra Ranges Council’s decision did not reflect the level of community concern.
Ms Fyffe said the approvals opened the door for other developers to subdivide more blocks.
Looking at alternative solutions, Ms Fyffe said there was room to look at a review of the existing Coldstream township boundaries.
“We need to be looking at extending the boundaries of the Coldstream township so that it can comfortably accommodate more residents,” Ms Fyffe said.
She added a caution, however.
“We must remain mindful that it is vitally important we save valuable and productive rural land.
“We certainly do not want to see the kind of development that has occurred on farming land in Berwick and Pakenham,” Ms Fyffe said.
CAG spokesman Guy Walker said the group had looked at options for getting the urban growth boundary changed.
“We are in full support of another estate – we don’t want infill,” he said.
Yarra Ranges Council is currently exhibiting the Green Wedge Management Plan in relation to priorities for the municipality’s rural areas.
Council communications manager James Martin said the plan sets out a vision for the green wedge with agriculture, conservation and landscape values the highest priority and tourism and rural living secondary.
“While the Green Wedge Management Plan is not focused on changes to the urban growth boundary, community members are welcome to make their views known in relation to this,” he said.
He also said Coldstream was not an area identified in the council’s housing strategy, adopted in May, for infill development.
“Council is seeking the planning minister’s approval to exhibit a draft housing scheme amendment that, if accepted, would limit dual occupancies in areas such as Coldstream to a minimum lot size of 1000sqm,” he said.

to local MPs, to request a review of the Vic Roads guidelines for outer metropolitan
townships as this criteria does not take into account the specific safety needs and
infrastructure constraints for communities in the Shire of Yarra Ranges.
2. The review particularly takes into account the townships of Belgrave South,
Coldstream, Montrose, Millgrove, Mt Evelyn, Mount Dandenong, Selby, Tecoma,
Wandin North, Woori Yallock and Yarra Glen which have not previously qualified for
a 50km/h speed limit under the current guidelines.

Throughout the municipality there are varying speed limits on our roads that are
determined based upon criteria established by VicRoads. Over recent years continued
advocacy has occurred with VicRoads, on behalf of the community, for lower speed limits
through township centres. Whilst VicRoads has supported speed limit reductions for a
number of areas, the townships of Belgrave South, Coldstream, Montrose, Millgrove, Mt
Evelyn, Mount Dandenong, Selby, Tecoma, Wandin North, Woori Yallock and Yarra Glen
presently have a speed limit of 60 km/h through the shopping precinct. VicRoads have
previously been refused a lower speed limit for these townships on the basis of them not
meeting criteria associated with their speed limit guidelines.
VicRoads criteria for a lower speed limit in rural and outer metropolitan town centres
require:
· There is continuous and directly abutting, predominately retail development on both
sides of the road for not less than 200m (or majority of car parking is on the opposite
side of the road);
· There is frequent movement of pedestrians across the road;
· There is kerbside parking resulting in frequent parking manoeuvring;
· There is support from the local community and municipal Council; and
· There are any pedestrian casualty crashes.
It is considered that the inconsistent approach for providing safer and lower speed limits
for shopping centre precincts within township centres creates confusion for motorists who
do not readily distinguish between the need to slow down in one township compared to
others.
It is therefore recommended that Council write to the Minister for Roads and Ports seeking a review of the VicRoads speed limit guidelines such that consideration is given to improving safety within all township centres throughout the municipality.

Bid to axe fire service levy

AUSTRALIA'S peak insurance body is putting pressure on the Victorian Bushfire Royal Commission to axe the fire service levy.
The Insurance Council of Australia this month made its second submission to the commission, "calling for the abolition of the FSL", which is added to all house insurance premiums.
ICA spokeswoman Sandra Van Dijk said Victoria's FSL represented almost 80 per cent of total home insurance fees.
The Metropolitan Fire Brigade and the Country Fire Authority "rely on insured consumers for the bulk of their funding" via the levy, the submission stated.
"We think the current (fire services) funding model is not fair," Ms Van Dijk said.
"It is paid for by everyone (who has home insurance) and only a few benefit.
"So we have put forward alternative models including the fact that most state governments have moved to systems where fire and emergency services' levies are collected through charges on property value rather than insurance premiums."

Australian Native Landscapes (ANL)
EPA has received a Works Approval application from Australian Native Landscapes (ANL) to upgrade their composting facility at 527-529 Maroondah Highway, Coldstream.
In their own assessment of impacts, ANL has chosen the AERO-SORB® process to achieve maximum reduction in odour emissions; to be technically, logistically and financially feasible; and to be a proven technology that has been used for similar applications.
ANL has contracts with the Cities of Manningham, Knox, Whitehorse and the Shire of Yarra Ranges to process kerbside collected green waste into compost products. The former Eastern Region Waste Management Group (trading as Least Waste), a predecessor of the Metropolitan Waste Management Group (MWMG), awarded the contract to ANL. MWMG is responsible for coordinating municipal waste management activities across Melbourne. If composting did not exist green waste would be sent to landfill.

Update - January 2010
EPA received a works approval application from Australian Native Landscapes (ANL) on 24 January 2010 to upgrade their composting facility at 527-529 Maroondah Highway, Coldstream.
This follows VCAT mediation. Proposed works include a receivables shed, aerated covers on all windrows piles and emissions treatment via bio-filters. The works approval is being advertised in the Herald Sun on Wednesday 3rd February 2010 and in the Lilydale and Yarra Ranges Leader and Yarra Ranges Journal on Monday the 1st February. The comments period will end on 24th February 2010. ANL will be running two open house sessions at the Coldstream site to inform interested parties about the intended works. The dates and times for these sessions are as follows:
•Session 1: Sunday 14th February, 10 am to 12pm.
•Session 2: Wednesday 17th February, 5 pm to 7 pm
EPA will hold a conference (under section 20B of the Environment Protection Act) in March allowing interested parties who have commented on the works approval the opportunity to ask questions to ANL with regards to the works approval application and to further explain any concerns to EPA.

Vic Parliament must fix the planning system
Fixing the State’s outdated and complex planning system should be the number one priority as State Parliament reconvenes today, according to the Master Builders Association of Victoria.
Executive Director of Victoria’s peak building industry group, Brian Welch, said managing the State’s booming population and housing affordability crisis will require an overhaul of the planning system.
"Victoria’s planning system must be made responsive to Melbourne’s needs. At present, it takes 18 weeks to secure a residential planning permitand five years to secure development ready land on the urban fringe of Melbourne.
