Both these things cannot happen, or not without a lot of people getting bruised:
MELBOURNE’S urban-growth boundary will not be moved again ‘’in my lifetime’’, state Planning Minister Justin Madden has predicted.
As the Government prepares to introduce legislation within weeks for the controversial addition of 41,000 hectares to the urban area, Mr Madden has told The Age that further outward expansion should not be necessary for decades to come.
And:
A State Government report predicts that by 2036, Victoria will grow by 2.3 million people, with 1.8 million extra people in metropolitan Melbourne ...
Madden’s green blinkers is precisely the kind of thing that has left Melbourne already critically short of water, having added a million inhabitants in the 26 years since it last dared to build a dam.

A HUGE expansion of Melbourne's urban boundary is expected to be held up by State Parliament, with the Opposition and Greens poised to block the move.
Planning Minister Justin Madden has released plans for a 43,600-hectare expansion of Melbourne to deliver 134,000 new homes, mostly in the north and west.
Mr Madden has told The Age he expects it to be the last change in Melbourne's boundary in his lifetime.
He described the plan to move the boundary as ''one of the most significant city-shaping initiatives that Melbourne has ever seen''.
The Government has tied the boundary expansion to the introduction of a growth areas tax to help pay the multibillion-dollar bill for new public transport, schools and hospitals in the growth suburbs.
It is believed the Opposition will oppose the new growth areas tax of $95,000 a hectare on new land brought inside Melbourne's urban boundary and is prepared to block the tax even if it means halting the urban expansion.

Opposition planning spokesman Matthew Guy said: ''We have very serious concerns about the current growth areas tax proposal - we offered to negotiate with the Government 10 months ago and that has never been taken up.''

Greg Barber of the Greens said his party was unlikely to support the movement of the urban growth boundary or the new growth areas tax before ''much further scrutiny''.
A joint State Government and Melbourne City Council commissioned report earlier this year estimated the cost of building new houses on Melbourne's fringe to be hundreds of millions of dollars more than building in existing suburbs because of the extra cost of infrastructure.

WEST Maddingley near Bacchus Marsh has been earmarked for about $778 million in new homes.
Victorian Planning Minister Justin Madden last week fast-tracked the rezoning of 171ha of land from Farming Zone to Residential 1.
The area is between Griffith St/Balliang Rd and McCormacks Rd.
Up to 1400 residential lots are expected to cater for 4000 people, creating more than 1200 jobs over time.

''On the basis of the way people form their households, on the basis of the way people are living longer and on the basis of shifts we are already seeing … I don't believe we will need to make an adjustment in the urban-growth boundary, beyond this one, in my lifetime,'' Mr Madden said.

Coldstream, cheap, empty crappy shops!



Recently there have been many comments regarding a new supermarket complex in Seville.  I could not help but notice what our fellow townspeople think of Coldstream.

First a post from Hope:

I have been living in the Seville area for over 30 years. The township does not need another supermarket in the area. Some other post have mentioned that the IGA is dear and that competition would be good, but as a regular shopper at Seville IGA I have noticed that prices are going down and have been told by staff that they are currently dropping all their prices to match the bigger Supermarkets. They are also having a cafe and a Bank at the front of the IGA.Yes there does need to be some sort of development where the Service station is because it is an eyesore, but do we need or want it to look like Coldstream or Yarra Junction and either have empty shops or crappy cheap shops. Having another Supermarket in such a small town is not going to bring toursits to the area and it is not going to be competition because the big guys will eventully win and knock out all the competition. I know that Seville IGA donate alot of money to the Local schools, CFA and Charities, do the bigger supermarkets? The staff at IGA are always happy and helpful, do you find this at the bigger named supermarkets, i think not. Yes do something there, Craft & Tourist type shops but not a supermarket.

I say no. Seville should remain a small rural style shopping strip just for the day to day necessities and leave the other shops in Lilydale or Chirnside. Look at the eye sore in Coldstream, what has ‘the specialty shops’ done for the town in the last 25 years. Nothing, Seville does not need any more specialty shops that remain empty or boarded up. Are people becoming to lazy to travel an extra 15 minutes to go shopping. Do tourists go supermarket shopping...No...they come to our Valley for restaurants, wineries, agriculture not to go find more shops. The valley already has a number of tourist shopping hubs and we don’t need any more ie. Healesville, Yarra Junction, Warburton, Olinda, Sassafrass, Yarra Glen. And think of the traffic, one already gets caught in the bottleneck every evening between Wandin and Seville. More traffic you will be banked up to Wandin.


I think we would be better served to have more people living in Seville to support the local businesses we already have. Develop that space into a retirement village with a medical centre and construct a walkway across the highway giving access to the shopping strip and freeing up traffic flow through the town.

Vic for hottest start to November since 1902

Victoria may this week record the hottest start to November in over a century, the Bureau of Meteorology says.

With a top of 34 degrees forecast for today and 32 degrees for tomorrow making it four days in a row of over 30 degrees, Bureau of Meteorology senior forecaster Terry Ryan said we have to look back to 1902 for a comparably steamy start to November.

VicRoads has rejected a call for a left-hand turning lane into Madden’s Lane.
 
Yarra Ranges Council is backing calls for a left-hand turning lane from Maroondah Highway into Maddens Lane in Coldstream.

Coldstream resident David Barton has called for the turning lane but VicRoads has said there is no evidence it is needed.

Mr Barton recently wrote to Roads Minister Tim Pallas stating that the current arrangement was unsafe and questioned why the intersection had been ignored in the recent $6.2 million upgrade of the highway.

Fire Service Levy FSL is a UNFAIR

THE Brumby government has been warned that imposing levies on property insurance policies to pay for fire brigade services is making premiums unaffordable and driving people away from protecting their homes and businesses in high-risk areas.
The National Insurance Brokers Association says the fire service levies and additional GST and stamp duty charged on them can more than double premiums for some commercial properties in bushfire-prone areas. "Clearly, there is in Victoria a very large section of the public that do not protect their property by insurance," the association said in response to a Victorian government green paper.

THE Victorian Government and Opposition have refused to guarantee they will announce policy alternatives to the state's controversial fire services levy before the next election.
Last Friday, Victorian Treasurer John Lenders announced the Government would conduct another review of the levy on property insurance, used to fund the Country Fire Authority and Metropolitan Fire Brigade.

Should the fire services levy be scrapped? Vote now

For each $10,000 of premium country businesses and farmers pay to their insurers, they must also pay a terrorism tax of $200, the fire services levy of $8570, GST of $1880 and stamp duty of $206, bringing the total to $22,710.   
That's $10,000 to the insurance company and $12,710 to the Governments!




Government housing figures are wrong


THE Victorian Government's policy is to maintain 15 years' supply of residential land. The move to expand the urban growth boundary (UGB) attempts to achieve this and the Housing Industry Association supports the Government in its aims.

But the proposed expansion will not accommodate our state's rapid population growth and growing demand for housing over the long term. HIA research suggests there will be a shortage of up to 50,000 dwellings in 20 years. That can only mean one thing: higher house prices.

Coldstream upgrade misses a left


AN ANGRY motorist says VicRoads has overlooked a dangerous Coldstream intersection after upgrades to the Maroondah Highway.
David Barton commutes daily to Coldstream Airport from his home in Marysville, and takes a short-cut to work via Maddens Lane each day.

“There is no left-turn lane - it’s a problem because when you’re going to turn left, you have to sit half off the road and half in the lane,” Mr Barton said. “You then have the cars overtaking on the double white lines.”

Ever tried doing a right out of Killara Rd onto Maroondah Highway?
Or from Station St?
Let's hope the Melba Lights fix these problems a bit or we may need lights between Killara and Station Streets as well!!!!!

Sykes welcomes Fire Services Levy review

Last week’s announcement by the Brumby Government of a review of the
Victorian Fire Services Levy (FSL) has been welcomed by Nationals Member
for Benalla, Bill Sykes, albeit with doubts about the Brumby Government’s
commitment to the review.


Dr Sykes, who has been calling for such a review for over five years, said
that he suspects that Premier Brumby is simply playing politics with fire
services funding.


Dr Sykes said, “The current FSL on general insurance policies is grossly
inequitable – the two thirds of people who insure, pay levies of up to 84
per cent, whilst the one third of people who don’t insure make no direct
contribution to the fire services.


“Further, country property and business owners pay an 84 per cent levy
whereas city home owners only pay a 20% levy – and most of the country
people paying high levies are the first ones to jump on the CFA truck when
fires start.


“Given that the value of CFA volunteers’ time is estimated at around $600
million per year, and given that much of the fire fighting is being done on
public land, the current FSL is clearly inequitable.”


Dr Sykes continued, “The FSL covers 77½ per cent of the costs of fire
services, the other 22½ per cent is paid by State Government (and Local
Government, in the case of the MFB).


“Weekly Times journalist Peter Hunt reviewed the FSL on 26 August 2009 and
he noted




The Victorian government is earning more in stamp duty on farm business and
household property insurance than it contributes to the state's fire
budget.


The government's 2009 budget papers show it expects to earn a whopping $677
million in stamp duty on all types of non-life (property, motor vehicle,
mortgage and other) insurance this year.




Analysis by the Weekly Times shows about a third of the stamp duty - $225
million – is collected for fire-related property insurance. Yet this
financial year the state government will contribute just $88 million to the
Country Fire Authority’s (CFA) budget and $34 million to the Metropolitan
Fire Brigade (MFB) budget, while Treasury pockets the remaining $103
million in stamp duty revenue.


Dr Sykes said, “The Insurance Council of Australia (ICA) and the Victorian
Farmers Federation (VFF) and some local councils support a property based
levy as occurs in Western Australia.


“Every property owner pays a levy which means the levy per owner is much
less than the current Victorian system where two thirds of people who
insure have to pay the costs for everyone including the one third who don’t
insure.”


Dr Sykes said that he was intrigued by the timing of Mr Brumby’s
announcement given that only one month ago he had ridiculed Peter Ryan,
Leader of The Nationals, in Parliament about the Nationals call for a
review of the FSL.


“I wonder if Mr Brumby has got a ‘heads up’ that the Federal Government’s
Henry Review of Taxation (which includes a review of the FSL at the request
of Mr Ryan) is going to come up with recommended changes to the funding of
fire services.


“Equally, the Bushfire Royal Commission, due to make its final report in
mid 2010, could well include recommendations on the funding of fire
services.


“I’m prepared to have a little wager about the timing of the report on the
review – if it’s good news for Victorians we’ll hear about it before the
next State Election in November 2010 and if it’s bad news we won’t hear
about it until after the election – any takers?”

Victoria debates controversial fire services levy

MARK COLVIN: An old debate came back on the agenda in Victoria today when the State Government launched a review of Victoria's controversial fire services levy. The levy helps pay for the state's fire fighting resources.

Victorians who insure their houses against fire pay different levies depending on the level of fire risk in their area. That means people and businesses in the bush are likely to pay significantly more than those in the city.

Opponents of the current system say it forces some people to make the risky decision not to insure at all. They want a system that spreads the load more evenly.

IN RESPONSE to Russell Patterson’s letter ‘‘Long-term viability’’: While we agree that there are households that may seek dual occupancy living, perhaps they need to look at areas such as Healesville or Yarra Glen, that are preferred medium-density areas, according to the planning scheme, and have sufficient services and facilities to cope with such development.

SMOKEY days Ahead


RESIDENTS in Gruyere, Coldstream and Wandin have been advised that the Department of Sustainability and Environment will be conducting a controlled burn-off at Warramate Nature Conservation Reserve tomorrow.
The 64 hectare burn will be ignited late morning or early afternoon, depending on conditions.
The burn has been planned to help protect a radio communications tower and nearby homes and private property, and will be the latest in a series of planned burns conducted in that area over the past three years.
Smoke is expected to be visible in surrounding areas.

OLD photographs Wanted

COLDSTREAM historian Val Sheehan is now finalising her fourth and final volume of ‘As It Happened’, a book about the history of Coldstream Yering Gruyere and Killara covering the period 1940 to 1959.
While Mrs Sheehan already has a lot photographs of people, places and events, both social and sporting, of that time, she is anxious to hear from anyone who may have additional photographs which could be included in the new book.

SYR responds on question time

As part of the review we have explored how we can revise Council meeting procedures, to make sure that we strike the right balance between accessibility and transparency on the one hand and professional meeting procedures on the other.

In my opinion, they have got this wrong!  Transparency has gone!

The revised procedures adopted are consistent with those of many other local authorities.

We do not follow other councils on everything so why this one?

It is important to note that Council welcomes questions from the public at any time and there are many ways in which individuals and groups can have questions addressed by Council - they can call, write or email either their local Councillor or Council officers at any time. Our commitments to prompt response times are outlined in our service charters.
 Looks like we will need to explore other ovenues in asking questions and GETTING answers.
My main concern is that answers will be lost in limbo.  I believe that all qustions and answers should become part of the minutes if requested by the person asing the question.

Compost

Just a reminder that as of this Monday, 26/10/2009 there should be NO new green waste going into the Coldstream Composting Facility as ordered by VCAT.

Howerver, I assume, there will be activity at the site as the existing material is converted to compost and shipped out.

I hope this is the start of the end of the smell residents and workers in Coldstream and surrounding suburbs have had to put up with for a number of years.

I believe that ANL are applying to errect buildings on the site to improve their technology in handling green waste.

All I can say is :  WATCH THIS SPACE

Yarra Ranges bushfire group calls for more free tipping

A COMMUNITY bushfire group says more should be done to help residents clean up before the summer fire season hits.

Yarra Valley residents have responded enthusiastically to a month of free green waste disposal but Yarra Ranges Shire refuses to extend the free period.



During the first weekend, the shire’s landfills reported an increase of up to 400 per cent on the previous weekend, with 160 tonnes dumped in just two days.

However, at last Tuesday’s council meeting, the Dandenong Ranges Community Bushfire Group again requested extra green waste collection services for residents wanting to remove fire fuel after the month of free tipping ends.

Coldstream COMPOST update

On 8 November 2006 the Yarra Ranges Shire Council filed an application for enforcement order in the Victorian Civil and Administrative Tribunal seeking orders to abate odour emissions from the Coldstream Composting Facility located at 527-529 Maroondah Highway, Lilydale operated by Australian Native Landscapes Pty Ltd (ANL).

On 25 June 2009 the tribunal made an order granting the enforcement order sought by the Shire, together with orders with respect to the further conduct of the applications remaining before the tribunal.

The enforcement order requires that the receipt of green waste for composting at ANL’s Coldstream Composting Facility must cease by 25 October 2009 (THIS SUNDAY) and that all processed, and unprocessed, material must be removed from those premises by 25 January 2010.
If you see compost material being delivered from next Monday please ring the numbers below.
IT IS ALSO ESSENTIAL TO KEEP THE SMELL REPORTS FLOWING IN TO COUNCIL AND EPA SO AS NOT TO GIVE THE FALSE IMPRESSION THAT THE PROBLEM IS FIXED.
BUT ........ A.N.L. have applied to VCAT for permission to build a series of buildings on the site without going through the normal planning process.
They are also applying to override the E.P.A. and start all over again with the same works authority and an automatic licence issue..
They have been invited to hold a public meeting to discuss these matters but have so far failed to respond..
The Shire will continue to work with the EPA and other relevant parties to achieve a resolution to the continuing odour problem. If you wish to report incidents of the emission of odour from the facility, please contact:·
