A REBELLION within the state Labor Party has forced Planning Minister Justin Madden into a backflip on the controversial growth areas tax.
After major opposition from community groups, farmers and local Labor MPs, Mr Madden reversed the $95,000-a-hectare tax on land in Melbourne's new suburbs so that it will now be paid by property developers rather than landowners.
