"When the State Government first announced changes last year, estimated rates showed farmers would pay around $200, plus 52c/$1000 of capital improved value of farms. That hefty rate meant that as a sector, farms were carrying much of the FSPL burden.

VFF president Peter Tuohey said his group "did a lot of work behind the scenes".

He got an audience with Premier Denis Napthine on the issue earlier this month and whatever happened at that meeting, the rate announced last week was 40 per cent lower - 31c/$1000 of CIV on farms - than what they first estimated."

"The Victorian Coalition Government will continue its commitment to boost the state’s emergency services infrastructure by rebuilding rural fire stations, Minister for Police and Emergency Services Kim Wells announced today.

“The Coalition Government is delivering on it’s commitment to upgrade 250 CFA stations over our first term in government. 

“We are providing further funding of $61 million in the 2013-14 Victorian Budget to replace dilapidated and ageing rural fire stations ignored by the previous Labor Government for more than a decade,” Mr Wells said. "

Insurance companies will have to inform policyholders of how changes to the fire services levy will affect premiums or risk heavy fines under new guidelines.
Under the Fire Services Levy Monitor's draft guidelines, insurers that fail to disclose how premiums were determined or that try to exploit prices and deceive consumers could be hit by fines of up to $10 million.

The levy helps to fund firefighting services and historically it has been collected by insurance companies on home and contents and commercial insurance policies.

But this was changed after recommendations from the Victorian Bushfires Royal Commission. Under the new scheme, which will come into effect on July 1, local councils will be responsible for collecting the levy from ratepayers.
Insurance companies collected about $550 million through the levy in 2012-13, which should fall out of the industry's revenue in 2013-14, the draft guidelines say.

This is so true: we need an injection of population in the shire. I have been saying this for more than a decade and have suggested that the urban growth boundary around Coldstream be expanded. Coldstream has a primary school, sport club, CFA and a supermarket that could do with an influx of people and ratepayers. 
The size of Coldstream could double without much council expense but could see more than 1000 more properties pay rates.

$53 Million to help Shires with FSL Introduction on July 1 2013

From the article above and the $53 million up for grabs I wondered what our Shire would get.

Hi Mario

The State Revenue Office’s letter of the 25 March advised that the Department of Treasury and Finance is still consulting with the MAV to determine the amounts of directing funding to councils. So at this stage we have no idea what we will get for implementation and recurrent cost reimbursement.

So far the State has directly funded an upgrade of council IT systems and is working with the MAV to ensure the centralised upgrade is developed and installed.

Other things that the State has committed to do directly are:

·         A comprehensive communication campaign over the coming months
·         Suppling a brochure for inclusion with the first rate notice
·         Coordinating customer service and rate office staff training at each council office.

I am guessing that with the State funding a number of larger items directly, the amount we are likely to receive will not be that large.

YARRA RANGES PLANNING SCHEME AMENDMENT C126


Council has prepared Amendment C126 to the Yarra Ranges Planning Scheme. The 
amendment proposes to introduce Design and Development Overlays for a number of 
town centres in Yarra Ranges. These design guidelines will make it easier for potential 
applicants and other interested parties to understand Council’s design objectives for the 
future development of town centre areas. The design guidelines will be used in the 
assessment of planning permit applications and in pre-application discussions with 
potential planning applicants.

Design & Development Overlay 13 

This overlay will apply to the smaller town centres of Belgrave South, Coldstream, Montrose, Seville, Tecoma, Upwey, Wandin North and Woori Yallock. It will essentially correspond to the Business 
Zoned areas of these towns.



Design & Development Overlay 17 
A DDO has been prepared for the Mixed Use Zones in the rural town centres of Coldstream, Woori Yallock and Yarra Junction. The Mixed Use Zone in Yarra Junction contains a mix of commercial and 
residential uses while the Mixed Use Zones of Coldstream and Woori Yallock remain largely undeveloped. 

The proposed DDO for each of these mixed use areas has a stronger residential focus than the DDO the proposed for the Business Zone section of those town centres. The provisions of DDO17 will recognise that these mixed use areas are generally beyond the main core of commercial development and that they adjoin established residential neighbourhoods.

"According to the VFF, farmers will pay a fixed charge of $200 plus an FSPL of 52c on every $1000 of their properties' CIV, while residential ratepayers will pay a fixed charge of $100 plus an FSPL of just 12c per $1000 of CIV.

The VFF says this means someone living on a $1.5 million farm could pay $980, while someone living in a country town with a $1.5 million house could pay $275, or $214 in a metropolitan area.

Mr Tuohey called on the Government to ensure farm households paid the same as residential ratepayers."


The Weekly Times understands the reasoning behind the higher levy for farms was because a farm provides an income but houses do not.
A spokeswoman for Treasurer Kim Wells said the Government had responded to farmers, who were unfairly slugged by the insurance-based levy.
"Insurance companies impose the same fire services levy rate on farm property as commercial and industrial properties (but) the new FSPL rate for farms will be significantly lower," she said.

An Australian-first initiative that encourages residents to use more of their stormwater runoff at home is being proposed for parts of Mount Evelyn, Minister for Water Peter Walsh announced today.
“This two year pilot, developed by Yarra Ranges Council and Melbourne Water, aims to dramatically reduce the amount of stormwater runoff and pollution entering the Little Stringybark Creek,” Mr Walsh said.
“Yarra Ranges Council has proposed an Environmental Significance Overlay to apply to new developments in the Little Stringybark Creek catchment which create additional hard surfaces, such as roofs or pavingthat are greater than 10 square metres.
“Planning approval will be conditional on the proponents finding options to capture and treat more of their stormwater runoff onsite.
“This pilot program encourages residents to capture their stormwater at home and use it to flush their toilets, water their gardens and for other non-drinking purposes around the home.
“It is a practical example of how Integrated Water Cycle Management can be tailored to suit the needs of local communities, and it is the type of project that fits neatly with the Victorian Coalition Government’s Living Victoria objectives.
“We will be monitoring the success of this pilot closely and there is potential for similar programs to be applied to other catchments across Melbourne,” Mr Walsh said.
Member for Evelyn Christine Fyffe said since the drought there were strong community expectations that better use be made of all available water sources, including stormwater, rainwater and recycled water, and it was exciting to see this pilot project going ahead.
“Not only will households in our community be reducing their demand for drinking water and saving money on future water bills, they will also be helping to improve the health of one of our local waterways,” Mrs Fyffe said.
Yarra Ranges Councillor Maria McCarthy said the pilot program was a win for the Little Stringybark Creek.
“One of the major sources of pollution and causes of erosion in the creek is stormwater runoff,” Ms McCarthy said.
“Every time it rains, large amounts of stormwater are washed from roofs, roads and footpaths and into the creek through the drainage system.
“As more development occurs, the volume of stormwater flowing into the creek increases, which damages the creek and causes erosion. Stormwater also carries litter and pollution into the creek affecting water quality,” Ms McCarthy said.
Throughout the trial, all stormwater capture and treatment systems will be awarded a stormwater retention score.
Calculated by Melbourne Water, the score will be based on the ability to treat and capture stormwater on site, with a minimum score needed for new developments to proceed.
Treatment options such as raingardens or rainwater tanks that go beyond the minimum requirements may be eligible for partial or full reimbursement by Melbourne Water.
Households may also be eligible for Victorian Government rebates through the Living Victoria Water Rebate Program.
