VCAT Decision is as such
A. Plans dated the 11th November 2009 are submitted for the plans that accompanied the applcaition.
B, "The decision of the Responsible Authority is set aside. In permit Applciation No YR-2009/645 a permit is granted and directed to be issued for the construction of a second dwelling on the land at 4 Cheviot Avenue, Coldstream in accordance with the endorsed plans and subject to the following conditions:"
