Farming zone changes praised

The changes aims to strengthen farmers' right to farm and give councils more flexibility.

The intention is to "allow rural Victoria to thrive'' and boost population.

Minister Guy has said he wants to "prevent Victoria from going down the path of a one-city state''.

He says his government was elected on a platform that said local communities should have a greater role in planning and that this move was proof they intend to legislate that.

The move has been applauded by Rural Councils Victoria and the Victorian Farmers Federation.

And, as such, it is the first major policy change by this government in many months that has attracted such praise.

Mr Guy said the changes would shift the focus back to favouring farming in the Farming Zone.

Other reforms include making the 40ha minimum lot size in the Farming Zone a default, but councils would be encouraged to vary it to match local conditions.

Another is to attract more residents to rural areas by making the minimum lot size in the Rural Living Zone drop from 8ha to 2ha.


Other proposals will remove permit requirements for normal agricultural practices, and for construction and use of crucial infrastructure.

The VFF is also particularly pleased by a move to remove a requirement in the current Planning Provisions, which states the purpose of the Farming Zone is to protect and enhance natural resources and biodiversity.

The government also plans to enable compatible industries to be established in the Farming Zone, and to remove the need to get a permit to sell produce from the farm gate.

Rural Councils Victoria chairman Ken Gale has said the changes were positive.
