The more people solution can be solved in various ways by government other than permitting private housing, so the Coldstream Group would really need to decide what type of people will benefit your township best.
Would the construction of a prison farm housing various offenders solve the more people rule?
Will a new farm to house Pshyciatric patients or housing the homeless help solve your more people solution and increase the essential need to build a new 24 hour police station?
Will your group be prepared to put up with a spike in shop lifting, burgularies, fraud, deception, bad debts,more drug dealing in your streets?
These are the questions your group needs to really look at more closely. Will more customers for the local bottle shop be worth having more drunken and offensive behaviour in your streets? The local bottleshop might also need to consider whether the increased sales from this class of person would be worth a drop off in tourists visiting during weekends which might affect other businesses too? IMO the only and best solution is to allow more land for more privately owned housing.
